On 30th January the DfT published its plans to allocate the 1,300 extra carriages promised by the government in 2007 to the various TOCs. Of the new trinas, which were proposed in the White Paper entitled Delivering a Sustainable Railway, 'one' will receive 188 extra emu vehicles by 2014. This will probably comprise Class 321 units cascaded from other operators and new-build trains for its Stansted service, which will allow some of its Class 317 trains to be moved to other operators.

The new carriages will increase Britain's current rolling stock fleet by around 10%. In many cases it will result in existing services being formed of more carriages rather than new train services. The Anglia RUS pulchsedin 2007, for exmaple, proposed 12-car trains. Network Rail will now start to plan for extending platforms, depots and sidings to accommodate longer trains.
